Restrictions on the import of safe NPK fertilizers have been lifted

After a series of consultations between agricultural associations and the military command, a decision was made to partially unblock the import of mineral fertilizers into Ukraine. This will stabilize the market and provide farmers with resources for autumn field work.

The key change in the regulation is the lifting of the complete ban on imports introduced in July 2025 (order No. 113/18). From now on, the import of complex NPK fertilizers through seaports is allowed, provided that clear safety criteria are met.

There are also changes to the technical specifications of permitted products, namely, complex mineral fertilizers based on ammonia with the following characteristics are allowed for import:

Nitrogen content (N): not more than 21%.

Phosphorus (P) and potassium (K) content: not less than 5%.

An international safety data sheet (SDS) is now required. This document serves as a guarantee that the chemical composition of the fertilizers is not explosive.

The current situation with ammonium nitrate is as follows: the issue of importing pure ammonium nitrate remains at the stage of being resolved due to its potential explosiveness. Currently, the All-Ukrainian Agrarian Council, together with the Odessa OVA and the Navy, is working on two alternative scenarios:

Organization of safe logistics chains through the ports of the Danube.

Reorientation of the market to the import of limestone ammonium nitrate, which is a safe analogue and is not subject to strict restrictions.

The decision, supported by the Ministry of Economy, effectively eliminates the risks of fertilizer shortages in the current season, allowing traders and agricultural producers to resume supplies of the critically important NPK nomenclature.
